Court of Special Appeals, Woodward, Nov. 30, 2016,
Parole- Inmates that aren’t eligible for parole don’t get diminution credits
Under CS 7-501, an inmate convicted of a violent crime isn’t eligible for conditional release until after they’re eligible for parole.
Diminution Credits (“dim credits”) are credits which can be “earned by inmates to reduce the lengths of their confinements.”
Dim Credits- There are four types of diminution credits: good-conduct, work (or industrial), educational, and special project credits.
Defendant tried to use the fiscal/policy note to show legislative intent, but everyone knows those things never get read…
